Re-adding the same routing and account number returns the existing payee instead of creating a second one, and restores a payee that was removed.
Adding a bank account that belongs to the authenticated user’s own Fluz account is refused.
Requires MAKE_PAYOUT_TRANSFER_SEND scope.
