Send money from one of the authenticated user’s cash balances to an external bank account held by a third party, over standard ACH. The cash balance is debited right away and the response status is always PENDING. The money leaves Fluz in the next ACH file. Requires MAKE_PAYOUT_TRANSFER_SEND scope. A payee whose status is REVIEW is refused with error code PT-0009 unless the input sets acknowledgeReview: true. See External payouts.
